1. Start with the geographic boundary, not a population assumption
The Census record identifies Cheyenne city as a municipality in Laramie County and reports a 2020–2024 ACS 5-year population estimate of 65,239. That is a precise geographic and statistical description, not evidence that a particular practice area has demand. A firm should decide whether the intake is intended for Cheyenne city, Laramie County, Wyoming more broadly or another defined service area. Those boundaries should appear in the questions and routing logic only when they match the firm’s actual eligibility rules.
Recommended approach
Before reviewing a Video Intake flow, write down the locations the firm serves, the locations it does not serve and the person who decides an exception. Review whether a visitor’s location should affect qualification, ownership or follow-up. Do not use the city population as a substitute for a demand study or a forecast.
