Define the geographic unit before you judge performance
A dashboard can only answer a location question if the location itself is defined. Platteville is recorded as a city municipality in Grant County. Those are different geographic relationships: a city target is not automatically the same as a county target, and neither should be treated as proof of legal demand. Before reviewing results, ask how a service-and-city target will be named, how county activity will be separated and whether any broader Wisconsin or metropolitan reporting belongs in the same view.
