1. Start with Merrill’s actual service boundary
The Census identifies Merrill as a municipality in Lincoln County. That distinction matters when you decide who the website should ask about location, eligibility or service area. A Merrill page should not silently treat the city, the county and all of Wisconsin as the same audience. Nor should the city’s population estimate be used as a proxy for legal demand. Before choosing questions, map the geographic limits your firm actually uses for each practice area.
