Start with Kenosha geography, not a population forecast

That figure describes the city; it does not establish search demand, competition, legal need, lead volume or revenue. For LSA planning, the more useful geographic question is where the firm is actually prepared to serve clients. A Kenosha address alone does not define the correct service area, and Kenosha city should not be silently expanded to all of Kenosha County or to a metropolitan area.
