Bosseo presents two geographic choices: coverage across a state or a tighter footprint limited to counties selected by the firm. For a Holmen firm, the first decision is whether Holmen is the relevant municipality within a La Crosse County plan, part of a wider Wisconsin plan, or simply one location in a more limited service area. The Census record places Holmen in La Crosse County and identifies it as a municipality. It does not show that residents are searching for a lawyer, that neighboring places are viable targets, or that statewide coverage will produce business. A page count based only on the population estimate would therefore be the wrong planning tool.
Recommended approach
Map the locations your lawyers actually serve, then compare a La Crosse County footprint with a broader Wisconsin footprint. Ask whether the firm can provide accurate, useful information for each location and whether staff can respond to inquiries from each area. Keep the final scope tied to service capacity and legal relevance, not to population alone.
