That makes geographic definition an implementation decision rather than a conclusion drawn from population. Decide whether a report should distinguish Martinsburg from Berkeley County, and whether any wider service area belongs in the same view. Do not treat the city’s population estimate as proof that a particular practice area has demand.

Ask Bosseo to demonstrate how location labels, service areas and case-type views would be represented before approving the measurement plan. Require a written definition for each location so a Martinsburg result is not casually presented as a Berkeley County result, or vice versa.
