1. Set the footprint around actual service geography
Bosseo’s public product description allows a firm to choose statewide coverage or limit the footprint to selected counties. For a Bluefield firm, that makes the first decision geographic rather than numerical: is the firm serving Bluefield only, Bluefield and other communities in Mercer County, or a broader West Virginia area? Bluefield city is recorded as a municipality, and its recorded county relationship is Mercer County. Those are useful boundaries for planning, but they do not prove that residents in every nearby city seek the firm or that every city deserves a page.
Recommended approach
List the places where the firm accepts matters, can competently serve clients, and wants to be contacted. Compare a Bluefield-only scope with a Mercer County scope before considering broader West Virginia coverage. Treat the 9,387 population estimate as eligibility context, not as a forecast of inquiries or return on investment.
