1. Start with Blaine’s actual service boundary
Your first intake decision is geographic. Blaine city and Whatcom County are not interchangeable labels, and a Washington firm may also serve people outside either boundary. The public Census record identifies Blaine as a municipality and places it in Whatcom County; it does not establish where your clients come from or which matters you should accept. A useful Video Intake review therefore separates the questions: Which matters are appropriate for Blaine? Which are appropriate elsewhere in Whatcom County? Which locations require referral, conflict review or attorney approval?
Recommended approach
Set location questions around your real service policy rather than using the city name as a qualification shortcut. Review whether the flow should ask where the incident, property, employment relationship or opposing party is located, depending on practice area. Decide who owns an inquiry when the visitor is outside your preferred geography, and record that decision before publishing the path.
