1. Start with Salem’s exact service boundary
The Census record identifies Salem city, Virginia, with Salem city recorded as the county relationship. That distinction matters when you define who the firm serves. Salem city is not interchangeable with an unnamed surrounding county, the wider region or all of Virginia. A visitor’s location should therefore be handled as an intake question and routing decision, not inferred from the page on which the visitor arrives. The population estimate of 25,618 describes the municipality during the 2020–2024 ACS five-year period; it does not establish how many people need legal help or how many will use a video survey.
