1. Define the geography before you define the budget

That is geographic context, not proof of search demand, competition, legal need, leads, cases, or revenue. For your firm, the first decision is therefore not “How much should we spend?” It is “Which locations and case types should be eligible?”

Review the firm’s actual service territory against the exact Google service areas under consideration.
