1. Start with the geography you actually want to measure
Pulaski town and Pulaski County are not interchangeable reporting scopes. The Census record identifies Pulaski as a municipality and places it in Pulaski County. A firm may want to measure activity from the town, the county, Virginia more broadly, or several service areas, but those choices should not be blended into one unexplained local number.
