1. Start with the geographic record, not a demand assumption
Lake Barcroft is recorded as a CDP in Fairfax County, Virginia. That exact relationship matters when you define reporting: a Lake Barcroft inquiry is not automatically the same thing as an inquiry from all of Fairfax County, the Washington metropolitan area or another Virginia locality. The Census population estimate is eligibility context only. It cannot tell you how many people need counsel, how many search for a lawyer or which channel will perform.
