Herndon is a town in Virginia, and the cited Census record places it in relationship with Fairfax County and Loudoun County. That does not mean a Herndon campaign should automatically target both counties. A law firm may serve a town, selected county areas or a wider Virginia territory, depending on its practice, court work, capacity and advertising rules.
