1. Define the geographic coverage before setting a budget
Emporia city is the named municipality, and the Census record identifies its county relationship as Emporia city. That does not establish how far your firm should advertise. A firm may serve only Emporia, may accept matters elsewhere in Virginia, or may use a different service-area policy for different practice areas. Those are business decisions, not conclusions that can be drawn from the city’s population estimate. Bosseo’s public Local Services Ads description identifies category and geography targeting as part of the program, including practice-area categories and service areas. That makes geographic scope an implementation question: which locations should be eligible for a call, and which locations should be excluded?
Recommended approach
Bring a written service-area policy to the consultation. Separate Emporia from any additional Virginia locations you actually serve, and decide whether every practice area uses the same coverage. Review out-of-area inquiries as a distinct quality issue rather than treating all calls as equivalent.
