1. Define the Covington footprint before counting pages
Bosseo’s public description allows a firm to choose the whole state or only selected counties. The available Census record identifies Covington as a municipality and records its county relationship as Covington city. It does not establish a surrounding-county scope, service area, search volume or demand. That distinction matters because “Covington,” “Covington city,” a county, and Virginia are not interchangeable targets. A page plan should therefore record the exact geographic entity for every proposed URL rather than treating all nearby places as one market. The 5,680 population estimate can help confirm that Covington is a real place to evaluate, but it cannot justify a page or predict its performance.
Recommended approach
Ask Bosseo to show how Covington city would be represented in the proposed footprint, which additional Virginia places would be included, and what rule would govern expansion. Approve a location only when the firm can explain that it serves the place and can add accurate local value there.
