1. Start with the geography you actually serve
Shelburne is a CDP, not a county or a metropolitan area, and its recorded county relationship is Chittenden County. Those distinctions matter when you define a programmatic footprint. A page for Shelburne is not the same thing as a countywide plan, and neither automatically represents all of Vermont. Bosseo’s public product page describes coverage that can be scoped statewide or to selected counties. For your firm, the first decision is therefore geographic: should the initial footprint address Shelburne alone, cities across Chittenden County, selected counties, or the state? The Census population estimate can help identify the place being discussed, but it cannot answer that business question.
Recommended approach
Bring a current list of the Vermont locations and counties your firm is prepared to serve. Ask Bosseo to map each proposed service to an explicit geographic footprint, with Shelburne and Chittenden County treated as separate choices rather than interchangeable labels.
