1. Define the geographic area before discussing budget
Hartford is a town in Windsor County, Vermont. That relationship matters when you decide how a service area should be described, but it does not mean a Hartford campaign should automatically cover all of Windsor County or all of Vermont. The firm should identify the locations it is authorized and prepared to serve, then compare that service territory with the locations represented in prospective inquiries. Bosseo’s public LSA description identifies category and geography targeting as part of its program. The appropriate starting point is therefore a geographic review, not a population-based forecast.
Recommended approach
Bring a service-area list to the consultation. Separate Hartford from Windsor County and from any broader Vermont coverage, and mark locations the firm does not want to pursue. Ask how geography will be configured, reviewed and adjusted when the firm’s capacity changes.
