1. Start with the geographic boundary that matters
Your firm may serve Payson, other parts of Utah County, or a broader Utah market. Those are different reporting questions. The Census record identifies Payson city and its relationship to Utah County; it does not establish how many people seek legal help, which practice areas they need, or where prospective clients came from. Attribution should therefore preserve the geography attached to each inquiry rather than treating the city’s population as a forecast.
