Start with the Highland service boundary
Highland’s recorded county relationship is Utah County. That matters when you review where inquiries originate and how your firm defines its service area: Highland residents, people elsewhere in Utah County, and people outside the county should not automatically be treated as the same audience. The population estimate describes the municipality, not the number of people contacting your firm or the number of matters you can accept.
Recommended approach
On a consultation, separate Highland from broader Utah County and from statewide inquiries. Review the geographic fields your forms, calls and intake records already capture. Decide whether geography should affect routing, qualification, consultation scheduling or reporting. Do not use population as a substitute for measured inquiry data.
