Start with the geography your firm actually serves
West Odessa is a CDP in Ector County. A dashboard review should therefore begin by separating West Odessa from Ector County, any broader metropolitan area, and the rest of Texas. That makes geographic naming an implementation question: which service-and-city targets should be tracked, and which locations should be treated as separate reporting groups?
