1. Start with Webster’s actual service boundary
Webster city is recorded in Harris County, Texas. That relationship matters when you review location reporting: a Webster inquiry, a Harris County inquiry and an inquiry from the broader Texas market are not interchangeable categories. The Census record identifies Webster as a municipality and gives a 2020–2024 ACS five-year population estimate of 12,366, with a margin of error of 25. It does not show how many people need legal help, which practices they need, how they search or whether they will become clients. Lead Attribution should therefore be evaluated against the geographic labels your firm actually uses, rather than treating the city’s population as a forecast.

Define the geographic fields you want to review before changing budget or coverage. At minimum, distinguish Webster from Harris County and from any wider Texas service area you accept.
