Start with the Silsbee service area you actually serve
Your firm may handle matters for people in Silsbee, elsewhere in Hardin County, or a broader Texas service area. Those are different routing and qualification questions. The Census identifies Silsbee as a municipality in Hardin County; it does not show how many people contact your firm or which matters you accept. During an automation review, separate the location of the inquiry from the location where a matter can be handled. A Silsbee inquiry might need a different owner, consultation rule or eligibility question than an inquiry from another part of your service area.
Recommended approach
Write down the geographic boundaries your firm uses for intake, then review whether forms, call handling and follow-up capture that information consistently. Do not create a geographic rule merely because a population figure is available.
