1. Start with the service area, not a population assumption
Mesquite’s recorded county relationships are Dallas County and Kaufman County. That matters because a Mesquite law firm may serve people within the city, elsewhere in Dallas County, elsewhere in Kaufman County, or a wider Texas area. Those are different geographic questions.
