1. Treat Liberty and Liberty County as separate geographic decisions
The available Census record identifies Liberty as a municipality in Liberty County. It does not say that every potential client in the county searches for a Liberty firm, nor does it establish that a campaign should cover the entire county. Your office may serve only Liberty, Liberty County, selected nearby communities, or a broader Texas area. Those are different targeting choices with different intake consequences. Bosseo’s public Local Service Ads page describes category and geography targeting for the practice areas and service zones a firm actually wants. The useful question is therefore not whether Liberty’s population is large enough. It is whether the firm can define a service area that matches its license, staffing, travel limits, court coverage, and desired matter types.
Recommended approach
Begin with a written geographic policy. Mark Liberty city, Liberty County, and any additional communities the firm genuinely serves. Review each boundary against consultation capacity before enabling it. Do not use the city’s population estimate as a forecast of demand or as a reason to expand coverage.
