1. Start with Liberty’s actual service area, not a population assumption
Liberty city and Liberty County are not interchangeable geographic labels. A firm may serve people in the city, throughout the county, or elsewhere in Texas. The Census record supports only the municipality, county relationship, and population estimate; it does not show where callers live or why they contact a lawyer. That distinction matters before you interpret intake results. A call from Liberty city, a call from another part of Liberty County, and a call from outside the county may follow different service rules, referral paths, and attorney review requirements.

Define the geographic fields your team needs to capture during intake. Review whether the caller’s location, the incident location, the court or agency involved, and the firm’s service boundary affect qualification or escalation.
