Kilgore’s recorded relationship with both Gregg County and Rusk County makes geographic scope an operational question. A firm may serve the city, one county, both counties or a wider Texas territory, but the correct setting depends on the firm’s actual eligibility, staffing, court coverage and practice areas. The city’s population estimate is not a substitute for a market or demand study. It cannot tell you how many people search for a lawyer or how many would become qualified inquiries.

Start with a written service-area policy. Separate Kilgore city from Gregg County, Rusk County and any other Texas locations you serve. Then decide which locations should be included for each practice category, which inquiries should be excluded and whether the office can respond consistently across that territory.
