1. Start with a precise Hempstead measurement boundary
The Census record identifies Hempstead city and its relationship to Waller County. Those are not interchangeable labels. A dashboard review should therefore distinguish a Hempstead city target from a Waller County target and from any broader Texas or metropolitan-area view. Bosseo’s public ROI Dashboard page says its ranking inventory can include service-and-city targets and that city data can support decisions about where clients are coming from. Before relying on that view, ask how locations will be named, grouped and reported. A population estimate can provide geographic context, but it cannot validate a marketing opportunity.
Recommended approach
Ask Bosseo to show how a Hempstead query, a Waller County query and any wider geographic target would appear separately. Agree in writing which geography belongs in each ranking, call, lead and attribution view. Keep the Census population figure as context rather than treating it as a forecast.
