1. Start with the geographic definition
Your firm may describe its service area as Harlingen, Cameron County, a wider Texas market or another boundary. Those labels should not be blended. The Census record identifies Harlingen city as a municipality and records its county relationship as Cameron County. That distinction matters when you review a dashboard: a city target, a county target and a statewide target answer different questions.
