1. Define the Garland geography before reading the dashboard
Garland is recorded as a municipality, and the Census location record identifies relationships with Collin County, Dallas County and Rockwall County. Those are distinct geographic references. A city target is not automatically a county target, and county relationships do not prove that a caller came from every county or that a particular practice area is strong in any of them. A useful dashboard review therefore starts by separating city, county, metropolitan-area and statewide reporting rather than combining them into one local label.
