Cibolo is recorded as a municipality, with county relationships to Bexar County and Guadalupe County. A firm may serve clients in Cibolo while also accepting matters elsewhere in one or both counties. Those are different reporting questions. A city, a county and a service territory should not be treated as interchangeable labels. Population data alone cannot show how many people need legal help, how many will contact your firm or which channel they will use.
