1. Start with the Bacliff service boundary, not a population assumption
Bacliff is a census-designated place in Galveston County, Texas. A firm serving Bacliff may also serve people elsewhere in the county or across Texas, but those are different geographic scopes and should not be blended in one routing rule. The Census population estimate describes the CDP; it does not establish how many people contact a law firm, what legal matters they have or whether they prefer a particular contact channel. Automation should therefore distinguish the service area a prospective client selects from the place where the inquiry originated.
Recommended approach
Review whether your intake form, call process and CRM preserve the selected service area as a usable field. Decide whether a Bacliff inquiry should follow the same ownership and follow-up path as another Galveston County inquiry, or whether matter type, urgency and attorney availability matter more. Measure those decisions against your own records rather than using population as a forecast.
