1. Set the geographic boundary before you read a number
The Census record identifies Winchester city and its relationship to Franklin County. Those are not interchangeable areas. A firm may serve Winchester, the wider county or other Tennessee locations, but the dashboard should not make those areas look like one market. Bosseo’s public page describes tracking for service-and-city targets and says the dashboard can show which cities produce calls. That makes geographic definitions an important purchasing question, not a decorative filter.
Recommended approach
Ask for a clear definition of each location label: Winchester city, Franklin County and any other service area your firm wants reviewed. Decide whether a call should be assigned by the caller’s location, the page they used, the matter location or another documented rule. Keep population context separate from performance results. The city’s estimate can describe the place; it cannot validate a marketing channel.
