That relationship matters when you decide whether an LSA profile should focus on Winchester, include additional parts of Franklin County, or cover a broader service area. The population estimate does not establish how many people search for a lawyer, how many firms compete, or whether a particular practice area will generate viable inquiries. Bosseo’s public LSA description says its program includes practice-area categories and service areas set deliberately. The useful decision is therefore operational: define the locations your firm actually serves and can staff, rather than treating the city’s population as a forecast.
