Its public page says a firm can consider a whole state or limit coverage to counties it chooses. For your firm, Nashville-Davidson is a specific municipality relationship to Davidson County; it should not be casually expanded into “Middle Tennessee,” the Nashville metropolitan area or all of Tennessee. Those are different geographic scopes. A statewide option may be worth reviewing, but the decision should follow your intake capacity, licensure, court coverage and willingness to serve each location—not the Nashville-Davidson population estimate.
