1. Define the geography before judging performance
A local dashboard is only useful when its geographic labels are precise. Jefferson City and Jefferson County are not interchangeable, and neither is automatically equivalent to a wider Tennessee service area. Ask how the dashboard names service-and-city targets, how it separates city activity from county activity, and whether a reported location refers to a search target, a caller, a form, or a matter. The Census identifies Jefferson City as a municipality in Jefferson County. That relationship should inform naming and filtering, not become a prediction about demand.
