Start with the geography your firm actually serves
The Census record identifies Jefferson City city and its relationship to Jefferson County. It does not establish how many people need legal help, where prospective clients search, or how many matters a firm can expect. That distinction matters when reviewing attribution: define whether your reporting is intended to cover Jefferson City, the rest of Jefferson County, or a broader Tennessee service area. A city name in a campaign or landing page should not automatically be treated as proof that the inquiry came from that place.
