Harriman’s official geographic relationship is not a single-county relationship: the city is recorded with Morgan County and Roane County. A dashboard review should therefore begin by asking how locations are named and separated in the firm’s reporting. “Harriman,” “Morgan County,” “Roane County” and “Tennessee” should not be treated as interchangeable labels. The Census population estimate is useful as eligibility and context, but it cannot serve as a forecast of searches, calls or signed matters.
