1. Start with Franklin’s actual service boundary
The local fact that matters first is geographic precision. Franklin is recorded as a city in Williamson County; it is not interchangeable with the county, the Nashville metropolitan area or all of Tennessee. A visitor may describe a location that falls inside or outside your intended service area, and location may matter differently by practice area. Population alone cannot show how many people need legal help, how many competitors operate nearby or how many inquiries your site receives.
Recommended approach
Define the locations your firm accepts before deciding what the intake should do. Review whether the flow should ask for incident location, residence, opposing-party location, court location or another legally relevant place. If Franklin and Williamson County are both part of your service area, make that distinction explicit in your internal qualification rules rather than treating every local visitor as the same type of inquiry.
