Make the Vermillion service area explicit

That figure describes the city population; it does not establish legal demand, visitor volume, language preference or staffing requirements. It does support a practical scope question: should the intake speak only to people in Vermillion, or also to people the firm serves elsewhere in Clay County and South Dakota?
