1. Set the geographic boundary before discussing news coverage
Brookings city and Brookings County are not interchangeable labels. The Census record identifies Brookings as a municipality and places it in Brookings County. A firm may serve Brookings city, the wider county, South Dakota, or additional areas, but the appropriate scope should come from the firm’s actual service area and professional responsibilities—not from population alone.
