1. Start with the geography you actually serve
The Census records Belle Fourche as a municipality in Butte County, South Dakota. That distinction matters when you choose between a county footprint and a broader state footprint. A page aimed at Belle Fourche is not automatically a page for all of Butte County, and a Butte County decision is not proof that statewide coverage is appropriate.
