Use Orangeburg geography to define the intake boundary
Your service area should be explicit before anyone designs a qualification path. Orangeburg city and Orangeburg County are not interchangeable labels, and neither automatically describes every South Carolina client your firm may serve. Decide whether the widget should ask about location, route matters by service area or simply collect geography for later review. The city’s recorded population is useful context for defining the place page, but it cannot tell you how many people will begin an intake or what types of matters they need.
Recommended approach
Write the geographic rule for each practice area. If the firm serves Orangeburg city, the wider county or another South Carolina area, make that distinction visible in the questions and in the ownership rules. Review the wording with the attorney responsible for eligibility decisions rather than treating population as a forecast.
