Start with the geography, then define the record
South Kingstown’s relationship to Washington County matters when you decide which geographic labels belong in reporting. The town, the county and Rhode Island are not interchangeable reporting units. A useful attribution review should distinguish a South Kingstown visit from a broader Washington County or statewide interaction rather than treating every Rhode Island contact as local.
