Wright changes the geographic coverage question
Wright township is recorded in Luzerne County, Pennsylvania. That relationship matters because a firm may serve Wright without serving every Pennsylvania municipality, and it may serve Luzerne County without wanting statewide coverage. Bosseo’s public product page describes a choice between a whole-state footprint and a footprint limited to selected counties. It also describes dedicated pages for each service in each city within the selected area. The relevant decision is therefore geographic scope: should Wright be one page within a Luzerne County plan, one part of a larger Pennsylvania plan, or outside the initial coverage because the firm does not serve that area? The population estimate provides context for the municipality, not a reason to assume that a particular service has demand.
Recommended approach
Bring a current service-area list to the consultation. Ask Bosseo to show how Wright and other Luzerne County municipalities would fit the proposed footprint, and identify any areas the firm does not actually serve. Do not approve a statewide plan solely because Pennsylvania is large or because Wright has a recorded population.
