1. Define what “West Manheim” means in the report
A local report can become misleading when geographic labels are loose. The Census records West Manheim township as a municipal-town and identifies its county relationship as York County. Those are different geographic facts from a metropolitan area, Pennsylvania as a whole, a household, or an individual. The dashboard’s usefulness therefore depends on the definitions behind any city, county, state or service-area view. A ranking associated with a West Manheim target should not automatically be treated as a York County result, and a York County call should not automatically be treated as a West Manheim matter.
Recommended approach
Ask Bosseo to show how location labels are defined in the dashboard and how the firm would review them before relying on a trend. Keep West Manheim township, York County and broader Pennsylvania reporting separate unless your firm deliberately chooses a combined view. Treat the Census population as geographic context, not as a forecast or denominator for expected business.
