Define the geography before you judge performance
The Census record identifies Washington city, Pennsylvania, and records its relationship to Washington County. Those are different geographic scopes. A report about Washington city should not be treated as a report about every household or individual in Washington County, and neither should automatically be read as a statewide Pennsylvania result. The population estimate is location context only; it does not show how many people need counsel or how many will contact a firm. The Bosseo page describes tracking for service-and-city targets and says the dashboard can show city data. That makes geographic definitions an important acceptance question for a Washington firm.
Recommended approach
Ask Bosseo to show how a target is named and filtered: Washington city, Washington County, another Pennsylvania city, or statewide Pennsylvania. Require each geographic label to remain visible beside the metric. Decide in advance which scope belongs in partner decisions and which scope is only exploratory.
