1. Start with the Warren service area, not a population assumption
Your firm may serve Warren city, Warren County or a broader Pennsylvania geography. Those are different scopes, and an automation path should reflect the geography your firm actually accepts. A population estimate for Warren city cannot establish how many people will contact a law firm, which matters they may have, whether they prefer a particular channel or how quickly your staff must respond. It can help identify the municipality and county relationship that belong in a service-area discussion, but it cannot substitute for an intake review.
Recommended approach
Define the geographic questions before changing a workflow: Which inquiries are eligible? Which county or Pennsylvania locations require review? Which matters should be declined, referred or escalated? Keep those decisions in your intake rules rather than treating Warren’s population as a forecast.
