That makes Lehigh County a natural scope to review, but it does not prove that every city or community in the county is an appropriate target. The firm still needs to decide where it accepts clients, where its attorneys can appear or file when required, and which locations belong in its public service area. A statewide choice is a coverage decision, not evidence that statewide demand exists.
Recommended approach
Ask Bosseo to map the proposed service areas against the firm’s actual practice and client-acceptance rules. Compare a Lehigh County footprint with a Pennsylvania footprint, then remove locations the firm cannot serve well. Treat the resulting page count as an implementation consequence, not as a success metric.
