1. Set the Penn service boundary before routing calls
Penn township is recorded in York County. That relationship matters when you decide how your firm describes its service area and how a caller's location is recorded. A Penn caller may identify the township, York County or another Pennsylvania location; those are not interchangeable fields. The ACS population estimate is useful for identifying the municipality, but it cannot tell you how many people will call or which legal matters they have.
Recommended approach
Define the geographic questions your intake team needs answered, such as caller location, incident location and court or deadline location. Keep those fields distinct.
