Define the geographic record before you judge the channel

That is geographic and eligibility context, not evidence of legal demand, competition, search activity, calls or signed matters. For attribution, the practical question is how your firm defines a Penn Forest inquiry: a person located in the township, a matter concerning an event there, or a prospective client who selected Penn Forest during intake. Those definitions should not be mixed. A record that merely says “Pennsylvania” cannot answer the same business question as a record tied to Penn Forest township or Carbon County.
